Dr. Allen Zeman

President

Dr. Allen ZemanAllen Zeman is the President of the Center for Human Capital Innovation (CHCI). He formed CHCI after a 20-year, SES-level government career where he served in various Pentagon assignments and in multiple deployed assignments. As the Director of Naval Training and Education (N7) for the Chief of Naval Operations, Dr. Zeman was responsible for the plans, policies, budgets and directives for all military and civilian development, leading the world's largest professional development organization.

Prior to that, he worked for the Secretary of the Navy as the Director of Manpower and Training where he laid the foundation for the Navy's Revolution in Training, a systematic innovation in training design and delivery that led the Navy to new e-learning approaches, greater accountability and significant improvements in effectiveness and efficiency. In his director role, he pioneered executive mentoring programs and built career maps for all civilian and military employees in the Navy.

Dr. Zeman’s last government assignment was as the Chief Economist for the Iraqi reconstruction effort in Baghdad. From 2004-2005 he led the Embassy's Office of Strategic Analyses (OSA) responsible for the Cabinet and congressional communication in regards to the reconstruction and development of Iraq. OSA reported directly to the U.S. Ambassador to Iraq and assigned resource allocations for the Iraqi Relief and Reconstruction Fund, the $24 billion fund established for the post-invasion reconstruction efforts in Iraq. Dr. Zeman also served as the Senior Advisor to the Deputy Prime Minister of Iraq.
After his assignment to Iraq, Dr. Zeman left government service but continued to work in the international development field. He served as the vice president of an international development firm supporting USAID.

Allan Schweyer

Principal & Partner

Allan SchweyerAllan Schweyer is a Principal and Partner at the Center for Human Capital Innovation (CHCI). Mr. Schweyer directs CHCI’s research, portal and offshore efforts and leads the design of new human capital transformation systems tailored specifically for federal, state, and local government.

Prior to joining CHCI, Mr. Schweyer was the President and Executive Director of the Human Capital Institute (HCI). He helped start HCI in 2004 as its first employee and was instrumental in growing the organization to more than 150,000 worldwide members by 2009. Trained as a labor market economist, Mr. Schweyer has contributed to the field for almost two decades.

He is the author of two books: Talent Management Systems and Talent Management Technologies (Wiley & Sons, 2004 and HCI Press, 2009). Mr. Schweyer has published hundreds of articles and white papers in dozens of popular media and industry specific publications worldwide.

Mr. Schweyer is an internationally respected analyst and speaker on the topic of transformational human capital management for individuals, organizations, regions and nations. He has been recognized as among the “100 Most Influential People in HR and Talent Management”.

Maura Parda

Principal

Tom MyetteMaura Parda is a Principal at the Center for Human Capital Innovation (CHCI).  Ms. Parda leads the Executive Coaching and Certified Human Capital Innovator lines of business and has corporate-wide responsibility for strategic account management.

Prior to joining CHCI, Ms. Parda held leadership positions with Booz Allen Hamilton and IBM Global Business Services. For both firms, she led teams in the delivery of various human capital consulting services to government agencies.

Ms. Parda has nearly 20 years experience in strategic human capital, business development, account management, program management and leadership development. She has worked with organizations in both the private and public sector to help them achieve their business objectives through strategic planning, improved training, and effective leadership. The consistent result has been a more capable and engaged workforce.

Recent projects include development of language and cultural competence across the Department of Defense, strategic planning within the Office of Secretary of Defense, and workforce planning and leadership development for multiple Fortune 500 companies. Ms. Parda holds an MBA from University of Rochester’s Simon School.

Steve LaMotta

Director of Business Relations

Tom MyetteSteve LaMotta is Director of Business Relations of the Center for Human Capital Innovation (CHCI), a role in which he utilizes his sales and business development skills to effectively grow a company’s business. Mr. LaMotta previously served as the Human Capital Institute (HCI)’s Vice President of Development and Alliances where he was instrumental in tripling revenues for the organization and individually represented more than 31 percent of the total growth during his five year tenure as the foremost respected development executive by HCI clients.  

Prior to HCI, Mr. LaMotta was a key member of a leading talent management software system provider, responsible for business development, alliances, business process and professional services that provided enhanced value and services to clients. Additionally, he was responsible for the strategic IBM relationship and its go-to-market strategy for the suite of Talent Management Solutions offered in the growing e-business on demand and Linux operating environment.

Mr. LaMotta has also been in such roles as Managing Partner of HR Alliance, Co-Founder and President of Staffing.org, Inc., and VP of Business Development for Bernard Hodes Group and People Solutions, Inc. His leadership skills have enabled him to lead a team of professionals in formulating various successful business strategies, in addition to achieving maximum results from as many as 150 employees as an operations leader.

Mr. LaMotta has been an advisor to several state and national human resource organizations and business advisory boards. A writer and frequent speaker on human resource and talent management practices, Mr. LaMotta is best known for his strategic solutions, talent mindset and human resource architecture as a service and value driven, client-centric consultant.

Owen Jones

Senior Advisor

Owen Jones is a Senior Advisor at the Center for Human Capital Innovation (CHCI). Prior to joining CHCI, Mr. Jones served as the Deputy Chief Financial Officer at FSA, in the U.S. Department of Agriculture.

the Deputy CFO at FSA, USDA. There is a Deputy CO at the Departmental level. Just add it after Treasury Department. I was not the CFO at the Departmental level but the Deputy Director for Management/CFO at the Community Development Financial Institutions Fund, Department of Treasury.

At USDA, Mr. Jones planned, organized and directed overall operations of the FSA financial management and budget divisions. He supervised the implementation of government-wide initiatives designed to improve and verify internal controls, reduce improper payments, improve the delivery of financial data to program managers, and integrate performance management into financial operations. As the agency’s Performance Improvement Officer, he developed enhanced outcome performance metrics for multiple FSA programs.

Mr. Jones also served as the Deputy Director for Management/CFO at the Community Development Financial Institutions Fund, Department of Treasury.. Mr. Jones led the movement to more effectively monitor financial service trends in low-income areas, encouraging the department to focus more strategically on critically underserved areas.

At the Department of Housing and Urban Development, Mr. Jones was responsible for initiating an innovative management control process that required managers to provide documentation, prior to a program’s implementation, of that component’s susceptibility to waste, fraud, abuse, and mismanagement. The assessments aimed to reduce control risks to an acceptable level; Mr. Jones provided training on the program to over 1,300 headquarters and field managers.

In addition to his public and private sector work, Mr. Jones has spent time as an instructor for various courses at the Graduate School in downtown Washington, D.C.

Tom Myette

Program Analyst

Tom MyetteTom Myette serves as Program Analyst for the Center for Human Capital Innovation (CHCI). He also serves as the webmaster for CHCI’s company website. He is responsible for all aspects of its design, implementation, and for regular updates to keep it current.

An important aspect of Mr. Myette’s position is to conduct research on best and next practices in human capital management, perform data analysis, and draft statements of work. Recently, he prepared a human capital management business case for the largest organization in the federal government.

A graduate of Dartmouth College with a Master’s Degree from the University of New Haven, Mr. Myette was selected as a member of Dartmouth’s Gryphon Senior Honor Society and is a member of Alpha Sigma National Criminal Justice Honor Society.

Jessica Alvarez

Operations Manager

Jessica Alvarez manages the Center for Human Capital Innovation (CHCI)’s educational operations and serves as Operations Manager. Ms. Alvarez joined CHCI after ten successful years of program, organizational management and fundraising in the Washington metropolitan area’s nonprofit sector.

 Ms. Alvarez held positions with the D.C. Department of Corrections and served as the communications and development director for a child welfare organization. She also led the Latino Leadership Institute, a grassroots community leadership development program created to encourage civic participation in the metropolitan area.

Ms. Alvarez has international teaching experience and brings to the team solid communications and public policy knowledge, in addition to a wealth of adult and popular education expertise. Ms. Alvarez is a certified interpreter and translator. She holds a B.A. in Political Science and Early Childhood Education.

Kay Boatner

Research Associate

Raman SinghKay Boatner is a research associate at the Center for Human Capital Innovation (CHCI). At CHCI, Ms. Boatner manages the organization’s online portal, TMGgov.org, and is responsible for the company’s social media efforts, managing accounts on Twitter and Facebook. She blogs on human capital areas of interest such as hiring reform, executive coaching, and public sector IT productivity. In addition to her online duties, Ms. Boatner is in charge of editing and production aspects for CHCI’s Leadership Excellence in Government magazine.

Prior to joining CHCI, Ms. Boatner worked as an editorial assistant at DC Magazine, where her duties consisted of creating a monthly events calendar and covering cultural and political happenings in and around the District.

Ms. Boatner graduated from the University of Mary Washington in Fredericksburg, Va. Her B.A. is in English, with a concentration in Journalism.

Ahren Freund

Research Associate

Raman SinghAhren Freund is a research associate with the Center for Human Capital Innovation (CHCI). In this capacity, Mr. Freund is responsible for planning, organizing and managing all CHCI events, including Leadership Roundtables and Webcasts. He is also the project manager in charge of Salesforce.com development and overseeing CHCI’s GSA contract vehicle. Mr. Freund is  the senior account manager for My Virtual Partner, CHCI’s off-shore support team.

Prior to joining CHCI, Mr. Freund worked as a financial analyst with Capital One. He also spent time working for the federal government at the Federal Aviation Administration and the U.S. Census Bureau.

Mr. Freund graduated from the University of Richmond where he studied International Business, Spanish and Accounting.

Raman Singh

Portal Manager

Raman SinghRaman Singh manages the Center for Human Capital Innovation (CHCI)’s Talent Management in Government portal (TMGov.org) with his team based in Chandigarh, India.

Mr. Singh has more than 12 years of experience in various industries handling team sizes of more than 100 at a time. Between June 2003 and July 2005, he managed the Corporate Insurance and Key Man Insurance sales at ICICI Prudential, the biggest private insurance company in India and one of the biggest in Asia.

Mr. Singh is an expert in online research and offshore resourcing and has been instrumental in setting up various offshore operations in India from scratch. He has executed research projects for clients including Bank of America, Ladders.com, Rio Tinto, Monster and Harvard Business Publishing.
