The Foundations of Human Capital Management in Government

For Federal government, which may be expected to bear the brunt of deficit reduction initiatives, human capital management is arguably the single most important issue today and for the foreseeable future.

This course prepares HR and front-line leaders for the challenges to come. Graduates will understand the principles and practices of human capital management, including the critical importance of strategic workforce planning and forecasting, employee engagement, development  and performance management. Designed for those who understand that we are living through a seismic economic shift in which the old ways of management - ways better suited to the factory floor - are giving way to new methods suited to knowledge workers, this course delivers the knowledge and tools to lead agencies and departments into the forefront of human capital innovation and workforce productivity.

Workshop graduates will:

  • Understand why HR and talent management must change with the times
  • Understand the importance of the art and the science of human capital management
  • Be able to create a compelling business case for HCM
  • Understand why planning is essential and how to participate in enterprise workforce planning

  • Be able to construct and implement and effective on-boarding process
  • Understand what differentiates employee “engagement” from “satisfaction”
  • Understand the levels of engagement
  • Be able to create Individual Engagement Plans with employees
  • Understand the 70/20/10 approach to development
  • Understand the new preferences in learning and new learning techniques
  • Be able to create Individual Learning Plans with employees
  • Understand the importance and benefits of the 4 R’s – getting the right people with the right skills in the right roles at the right time.
  • Understand the importance of high quality leadership within government agencies
  • Be able to lead or participate in a Talent Review process
  • Understand the drivers of retention
  • Understand retention as an ROI driven business issue
  • Be able to create Individual Retention Plans with employees
  • Understand the difference between Performance, Performance Management, Performance Measurement and Performance Reviews.
  • Understand the key drivers of performance: career progression, development, practice & learning, flexible workplace, and Results Only Work Environments (ROWE)
  • Be able to communicate and execute meaningful performance reviews and feedback based on “line of sight” goals.
  • Understand what differentiates employee “engagement” from “satisfaction”
  • Understand the levels of engagement

Human Capital Innovator Series:

The Center for Human Capital Innovation (CHCI) has developed more than 50 hours of instruction in Human Capital Management. Built on timeless principles and current best practices, our certified Human Capital Innovator™ education series is relevant in both the public and private sectors, and designed to support human capital transformations across the federal government.

The course expands on the principles and practices of HCM through highly-specific modules that focus on topics such as the critical importance of strategic workforce planning and forecasting, employee engagement, leadership development, coaching, and performance management. Recognizing that we are experiencing significant cultural and economic changes in the workplace that require new ways of thinking, this course delivers the “know how” that will lead agencies into the forefront of workforce productivity and employee engagement.

Building the 21st Century Leader:

Using Communication and Creativity to Engage High Performing Teams

This two-day, highly interactive workshop is geared to new and incumbent supervisors and front-line managers who want to improve their understanding of talent management in order to become more effective leaders. Participants learn how to drive better employee retention and engagement, generate higher productivity, credibly assess performance, reward and recognize, create individual career and development plans and effectively coach those who report to them. Filled with new content, video, collaborative exercises and roundtable discussion, the workshop is a must for new and veteran front-line leaders.

Engaging and Retaining Employees

The Engaging and Retaining Employees workshop is a one-day, on-site event for leaders at all levels. Taught worldwide for more than five years and updated every six months, the workshop builds participants’ ability to take action on the job to keep all employees fully engaged and contributing to the organization’s success. The workshop connects talent to the organization’s mission. The workshop is predominantly hands-on and gives participants a number of proven tools and strategies targeted at building the skills and capabilities required to engage and retain employees. Participants will have a solid plan, tools, and solutions to take action with their workforce so that the employees can perform at their full potential.

Objectives include:
